Where have you installed the cluster registry? Was the location a raw device or a cluster file system?
A possible issue could be a previous failed installation. On a raw device you need a dd to erase the header written by oracle.
Also check the /var for any .loc file.
The most important thing remain the shared disk where to install the registry (if an ocfs you need to specify even the filename).
